yes, a harpy or rp could use an axe, and yes they would still be ranged. The reason you usually use a bow with a harpy and staff with a rp is because at lvl 90 they get a weapon passive in which a rp would get a boost in their matk when using a staff/mace and a harpy would get a boost in their patk when using a bow/xbow. The other reason is that a staff increases rp's matk much more than an axe would so their skills would deal more dmg, since rp's dmg mainly comes from their skills/matk. Harpy is slightly different in that a bow has high patk but has a slow atk speed, but harpy makes up for this by dealing massive amounts of dmg when weilding a bow and has even greater spike dmg when using a skill when weilding a bow. The only thing you have to take into account when equiping the pet is that the patk, matk, and atk speed of the pet will be based off the weapon you give it, but if its ranged or not won't changed based off of the weapon you give it.
